With reference to telegram from Jordan as to shipment of Chinese coolies by .S."Empire" from Taku to Marseilles French Ambassador makes urgent representations and Foreign Office have requested me to give instructions to you.
If necessary please pass Ordinance removing any obstacles to grant of licence in this and similar cases during continuance of war and grant licence in such
cases.
